The White House Office of Management and Budget (OMB) no longer intends to submit rescission package to Congress that would target foreign assistance funding. However, OMB has placed a limit on the amount of funding that USAID and State Department can obligate per day. Only 2% of available funding may be obligated per day (or on a weekly cumulative basis) until the end of the fiscal year on September 30th.
