Senators will begin formal work on the Senate FY2020 State and Foreign Operations (SFOPS) Appropriations Bill when Congress returns from recess on September 9th. The initial version of the Senate bill that includes funding levels may be publicly available as early as Wednesday, September 11th. After the Senate completes consideration of its appropriations bills, both chambers of Congress will commence negotiations to determine the final enacted funding levels for all FY20 appropriations bills and accounts. A short-term Continuing Resolution will likely need to be passed by Congress before September 30th to provide sufficient time to complete bicameral negotiations.
